Nora Emtesali, Policy and Program Advisor, explained how the pilot
program was initiated and how data is collected. N. Emtesali stated that
results from the pilot have indicated a growing demand for accessible,

Cristina McLaren, Manager, Library Services, provided an overview of the
report and presentation, noting that Library policies span across all areas
of focus within the Library Services Delivery Plan. A copy of the
presentation is attached to the agenda.
C. McLaren highlighted that the Library Legacy Document was created as
part of the 2026 Library Business Plan and provides a number of
recommendations to incoming Library Committee members.

C. McLaren noted that Library Policies are reviewed every one to four
years by staff, dependent upon the specific policy and if more frequent
revision is required. She also noted that under the Public Libraries Act, the
responsibility for setting Library Policies rests with the public library board.

For instance, the virtual consultation recently two weeks ago was an unfortunate example of the approach being used with residents being muted and cameras turned off throughout a complex and lengthy technical presentation and unmuted only to ask their question and have it answered, sometimes incorrectly because there was really very little opportunity for clarification and really at no time could residency anyone else who was involved in the virtual meeting except for the region staff or the consultant doing the presentation. So, requesting that council direct staff to move to more collaborative and inclusive approach include residents throughout the process. Council to vote on interim water supply plan for Mannheim area
This special council meeting focuses on water capacity constraints in the Mannheim Service Area.
