Special Meeting of Council
Council considers development charge reduction program application
Council will decide whether to apply for a federal-provincial Development Charges Reduction Program that would cut residential development charges by 30-60% for three years in exchange for up to $8.1M in grant funding for three infrastructure projects: MURC, Clark Road Urbanization, and Wallace Line Reconstruction. The report estimates a net financial benefit of $6.8-7.4M depending on the reduction level. Council will also consider authorizing debenture by-laws for the MURC and Clark Road Urbanization projects to support financing applications to the Ontario Infrastructure and Lands Corporation.
- Development Charge Reduction Program application due June 19, 2026, with potential 30-60% DC cuts and up to $8.1M in grants
- Three priority infrastructure projects: Multi-Use Recreational Centre (MURC), Clark Road Urbanization, Wallace Line Reconstruction
- Debenture Application MURC By-Law 26-5471 and Debenture Application Clark Rd. Urbanization By-Law 26-5472 for financing
- Staff report estimates net financial benefit of $6.8M to $7.4M under various reduction scenarios
- Current residential development charges range from $5,821 to $15,282 per unit; proposed 60% reduction would lower them to $2,328 to $6,113
