I wish today to comment on the report, population housing and workforce update and proposed scope of work for student housing strategy provided to Council at this meeting. We appreciate the hard work that many city staff members have put into the production of this report and we particularly appreciate the cross departmental nature of the report, allowing a broad review from numerous perspectives. I do wish to comment today though on two aspects of the report, its scope and its timeline. The report is focused on how to provide sufficient housing for students. And we are in the midst of a housing emergency and increase in student housing demand not only impacts that market but also draws away from the general housing stock. Thank you. Happy Pride. Thank you. We live our lives. Thank you. prescriptive. It is meant to be descriptive. The idea here and all the extra words there with addition to these principles are meant to be helpful in changing the mental models that are required to evaluate this to make it happen. If you stay with the plan and execute mindset on this, it's not going to work. That mindset is the type of mindset that made it so that two weeks is enough to set up a pilot project. That's nearly impossible for anybody. I've put here examples of what it means. These are principles that I'm hoping staff will take as principles, not as cold and hard direction. Take the principle as the guideline. The point is that we consider new ways of finding new solutions. It's been done before in Finland and I'm suggesting that it can be done here and I believe we will be pleas antly surprised if we work with these groups that are currently doing work. So servant, not gatekeeper. One of the things I've heard a lot of is that there seems to be an adversarial relationship between the city and many of these groups. We need to change the mental models. We need to change the mental model from gatekeeper to servant. Another thing that I've heard is that they are not trusted and that when you 're not trusted, it tends to return back on you.
