Saskatoon agendas: no outcomes recorded from recent meetings; council to weigh landfill budget increase and tiny home pilot

Saskatoon's six public meetings over the past two weeks were posted as agendas only, with minutes not yet published. The summaries reviewed here list items for discussion but do not record votes, outcomes or decisions. The largest dollar figures on the record are proposals set for City Council's Oct. 28 regular business meeting, not decisions already taken.

Recent meetings: what was on the table

The Governance and Priorities Committee on Oct. 14 was scheduled to consider a proposed $241,500 for the Outdoor Washroom Project in the 2027 budget, along with proposed amendments to The Election Bylaw, 2012 concerning nomination days and ballot counting. Its agenda also listed a motion to amend the Protocol Policy to lower flags to half-mast on September 30, discussion of the Crime-Free Multi-Housing (CFMH) Program, and a review of the history and development of the Downtown Event and Entertainment District. A large number of 2027 board and commission appointments were listed for a closed session.

The Board of Police Commissioners on Oct. 15 was to review the 2027 Police Operating Budget Submission and the 2027 Police Capital Budget Submission, and receive a 2026 financial update covering results as of Aug. 31, 2026.

Committees: work plans and mandates

The Saskatoon Environmental Advisory Committee on Oct. 16 was scheduled to review advisory committee mandates and governance options [GPC2026-0305], finalize its 2027 Work Plan, consider a professional development funding request for the Toronto Climate Action Network Workshop, and review the 2025 Statement of Expenditures.

The Municipal Heritage Advisory Committee on Oct. 20 was to give direction on a deck addition at the Municipal Heritage Property at 850 University Drive, draft its 2027 Work Plan for submission to City Council, and review the October 2026 Statement of Expenditures. Verbal updates on the Conservatory and on the Saskatoon Heritage Society 50th Anniversary Brunch were also listed.

Appeals and an empty agenda

The Development Appeals Board on Oct. 20 scheduled a public hearing on Appeal 32-2026, a development permit denial at 833 University Drive. A second matter, Appeal 33-2026, an order to remedy contravention at 331 Circle Drive West, was listed as withdrawn. The Saskatoon Appeal Board meeting on Oct. 21 listed no substantive items; the document consisted of empty fields and procedural headers.

Coming up

City Council's Oct. 28 regular business meeting lists $1,200,000 for emergency slope failure repairs at the Material Recovery Center and a budget increase of $3,039,900 for Landfill Optimization (Project P.02051). Also listed: allocation of $160,000 and a tax abatement of $54,327.90 for a 16-unit tiny home pilot at 1520 19th Street West; a proposed regulatory framework for horse-drawn vehicles and amendments to Traffic Bylaw 7200; and removal of 1406 8th Avenue North (St. Mark's Anglican Church) from The Demolition Permit Bylaw, 1987.

A public hearing the same day lists Bylaw No. 10214 (concept plan amendment and rezoning for Delainey Road and Nazarali Lane, Brighton Neighbourhood), Bylaw No. 10224 (city-led corridor land use amendments and rezonings), Bylaws No. 10222 and 10223 (117 Avenue P South), Bylaw No. 10225 (billboards on right-of-way) and Bylaw No. 10218 (Official Community Plan Land Use Map Amendment for the Dwight Short Recreation Facility).

Saskatoon meetings: 12-neighbourhood rezoning on planning agenda; appeals boards hear two cases

Three City of Saskatoon bodies were scheduled to meet in the past two weeks, but none of those meetings has published minutes yet. The records available so far show what was on each agenda, not what was decided. The largest item was a city-led rezoning proposal covering 12 neighbourhoods, which the Municipal Planning Commission was set to review and forward to City Council for public hearings.

Corridor rezoning in 12 neighbourhoods

The Municipal Planning Commission met Sept. 29, 2026. Its agenda listed a city-led land use amendment and rezoning to corridor land uses and districts in Brevoort Park, Caswell Hill, Eastview, Grosvenor Park, Haultain, Holliston, Mount Royal, Nutana Park, Pleasant Hill, Riversdale, Varsity View and Westmount, including the Preston Avenue area (2018 Preston Ave) [MPC2026-0902]. Nine written submissions were listed, along with one request to speak, from Elaine Walker, on corridor planning rezoning at Preston and Taylor. Because minutes are not published, no recommendation or vote is recorded here.

The same agenda listed housekeeping and minor amendments to Bylaw No. 9990, Zoning Bylaw, 2024 [MPC2026-0901], and land use amendments for billboards on rights-of-way, with proposed locations and a zoning framework [MPC2026-0903]. The proposed 2027 MPC budget was due Oct. 1, 2026; the 2026 approved budget was $7,000 for member education and conferences.

Development Appeals Board: two appeals

The Development Appeals Board held a public hearing Oct. 6, 2026 at City Hall on two appeals. Appeal 30-2026 concerns an order to remedy a contravention at 10 Dunning Crescent. Appeal 31-2026 concerns a development permit denial at 515 Hilliard Street East. The board was to decide whether to uphold or overturn the city's actions. No minutes have been published, so the outcomes are not yet part of the public record.

Saskatoon Appeal Board: business licence

The Saskatoon Appeal Board scheduled a public hearing for Wednesday, Oct. 7, 2026, 1:30 p.m. to 2:30 p.m., in Committee Room E, Ground Floor, City Hall. The agenda lists one item: Appeal 18-2026, a business licence appeal under Bylaw No. 9746 - The Business Licence Bylaw, 2021. The agenda does not name the appellant, identify the licence at issue, or state the grounds for appeal, and no attachments are listed for the item. No minutes have been published.

Where residents could weigh in

The planning commission agenda states that its recommendations go to City Council for public hearings, which is where the corridor rezoning proposal would next be considered; no hearing dates appear in the material reviewed here. The Development Appeals Board hearing was listed as open to the public at City Hall, and the Saskatoon Appeal Board hearing was also listed as a public hearing.

Coming up

The data provided lists no upcoming meetings for the next 14 days. Residents following the corridor rezoning proposal should watch for City Council public hearing dates, which are not included in the records reviewed for this roundup.
