Council reviews major Official Plan update, zoning proposals; minutes pending
East Gwillimbury’s Committee of the Whole considered the adoption of a town-wide Official Plan and Urban Design Manual at its June 23 meeting, one of several land-use and policy items discussed across multiple municipal bodies in late June. With minutes from all recent meetings still unpublished as of July 5, the outcome of these agenda items remains unconfirmed.
Official Plan and planning contracts
The June 23 Committee of the Whole agenda featured a proposal to adopt the June 2026 Official Plan alongside a new Urban Design Manual. The same meeting included zoning amendment requests for Green Earth Village to permit mixed-use development and for Gwillimbury Hill Day Care at 18899 Leslie Street. A one-year pilot program for a vacant building registry was also on the table, as was a $50,000 contract for Montieth Brown Planning Consultants to conduct a Parks Study.
Council public hearings and by-laws
Also on June 23, Municipal Council held statutory public meetings for two zoning amendments: one at Manor Hampton Street and Sharon Creek Drive (File ZBA.26.04), and another at 1-9 Kiteley Crescent in the Sharonvit Estates Phase 2 plan (File ZBA.26.03). Three by-laws were presented for consideration. By-law 2026-068 would amend zoning for Valley Brook Phase 2 on part of Lot 108, Concession 1. By-law 2026-067 would delegate authority to execute tax arrears extension agreements, and By-law 2026-069 would appoint members to the 2026-2030 Joint Compliance Audit Committee.
Library Board to chart 2027 course
The East Gwillimbury Public Library Board met June 22 with a focus on the 2027 Business Plan (item SR2026-24) and a legacy document capturing the 2023-2026 board term’s work. Members were also scheduled to receive the Valuing Ontario Libraries Toolkit (VOLT) 2025 report, the Queensville Branch HALP report for May 2026, and a financial report including an operating budget variance analysis. A closed session for personnel and labour matters rounded out the agenda.
Easement considered on Warden Avenue
The Committee of Adjustment convened June 24 to hear consent application B.07.26, which seeks to create an easement at 18054 Warden Avenue for shared driveway access with the property at 18006 Warden Avenue. Routine adoption of May 27, 2026 minutes was also on the agenda.
Accessibility planning for the October election
On June 30, the Accessibility Advisory Committee reviewed the draft 2026 Municipal Election Accessibility Plan for the October 26 vote, including proposed voting locations and assistive technology. Members also evaluated accessibility for the Haunted Halloween Hike and Santa Claus Parade events and received an update on accessibility upgrades at the East Gwillimbury Sports Complex. Two site plan control applications were on the docket: one from Groundswell Urban Planners at 21383 Woodbine Avenue (File SBA.26.03) and another from Sorbuild Developments at 18195 and 18101 Leslie Street (File SPA.26.05).
