My name is Victoria Nikolcheva, and I'm a planner with the town assigned to the zoning bylaw amendment application for lands at 189 William Street. It is town file number ZBA 08 2026. The application was submitted to rezone the lands to an established residential site specific zone to facilitate a severance to create a total of two lots for new single detached dwellings. This open house is being live streamed on the town's website and will be posted on the website for review after the meeting has concluded. Before we begin the presentation, there are a couple of housekeeping and administrative matters that I would like to address. So the first being that this is a virtual open house. This open house is not a statutory requirement under the planning act so no decisions will be made today. I'm a senior planner with the Town of Niagara-on-the-Lake and I'll be looking after the official plan amendment and zoning bylaw amendment applications for lands municipally known as 1339 Lakeshore Road, otherwise known as the Strewn Estate Winery. Harold and Ruby are on. The file numbers are OPA-03-2026 and ZBA-06-2026. The applications are proposed to facilitate the development of a hotel containing 58 guest rooms and an event space within an existing wine production building as secondary uses to the Strewn Estate Winery. The Official Plan amendment proposes to redesignate the subject lands from agricultural to a site-specific exception designation to permit the proposed hotel and event spaces on farm diversified uses, in addition to recognizing the existing retail store and restaurant on the lands as permitted uses. The Zoning Bylaw amendment proposes to amend the existing site-specific zoning, which applies to the subject lands to expand the secondary uses permitted to include no more than 58 farm stay overnight accommodation rooms and associated spa amenities for overnight guests only, in addition to the event space. Site-specific provisions are requested for building height and setbacks, encroachments for balconies and lot area. We begin this meeting by acknowledging that the land in which we gather is the traditional, highly significant, spiritual place of the Anishinaabe and the Haudenosaunee peoples, many of whom continue to live and work here today. This traditional gathering place is covered under the Upper Canada Treaty and is within the land protected by the Dish with One Spoon Wampum Agreement. We meet to serve our community, to use our resources wisely and well, to represent all members of our community fairly, to make decisions that promote the common good. We recognize our responsibility to serve our community. We recognize our responsibility to the past and to the future and the rights and needs of both individuals and community. Thank you. for the irrigation committee's input on potentially losing that or what your thoughts are on vegetation management going forward. - So I'll ask the first question. So what are our options? - I suppose our options are continue with the green machine for now, but there's going to be downtime and repairs likely, right. So we're going to have to do that right now, but if the past has told us anything, it's going to break down again. Another option would be a third party contractor. So just getting all of our work done in our drains and irrigation channels by a contractor. So that involves going out for quotes or drain maintenance contracts and getting as much done as possible. And then of course, the other option would be purchasing a new machine for the same purposes. What are the costs of a new machine and what would that machine look like? - I haven't heard anything about, you know, what they've looked into. I know that management has looked into a couple of different machines. - Because the, I guess, if I may continue, the questions I would ask then moving forward is part of it is cleaning out the drains. Like, could we get something that does both? A does the brushing and B does the cleaning out of the drains and how is that economically viable relative to contracting it? - Yeah, that would be an option as well. Doing something in kind of the same makeup as Waynefleet and Park Colburn with like a more robust machine, like an excavator or something like that. - Yea …
