3.1 The Design Panel provides a community and quality design perspective on the development application
review process and advises Council on the approval process.

PURPOSE AND SCOPE
The Committee shall:
Identify, discuss, and provide advice to Council on ferry service issues affecting residents,
businesses, visitors, and municipal operations.
Serve as a liaison body between the Town of Gibsons, BC Ferries, the BC Ferry Authority and
the community.
Review ferry service impacts related to schedules, reliability, capacity, infrastructure, customer
experience, environmental considerations, and emergency management.
Support coordinated municipal advocacy efforts with BC Ferries, the BC Ferry Authority, the
BC Ferry Commission, the Province of British Columbia, neighbouring local governments, and
regional partners where appropriate.
Provide a local government perspective on proposed or anticipated changes to ferry
operations affecting the Langdale-Horseshoe Bay ("Route #3) route and connecting services.
The Committee may consider and make recommendations to Council on matters including, but not
limited to:
Service levels, reliability, cancellations, and seasonal scheduling.
Vessel capacity, traffic management, and terminal operations.

It will also discuss the newly prepared Short‑Term Rental licensing framework, the launch of the Mobile Vending Program, and the development of a Request for Proposals for a Parks System Master Plan. Additional departmental reports on infrastructure, finance, and natural assets will be presented.

Le Conseil entendra les délégations de la Blue Act Marine Society et de Sunshine Coast Tourism, puis examinera l'adoption d'un inventaire du patrimoine, de plusieurs modifications de règlements incluant une nouvelle politique d'allocation des locations à court terme, des réglementations sur les NZEV (véhicules zéro émission), des règlements sur l'application des eaux pluviales et de l'eau, ainsi qu'une pénalité pour les paniers d'achats. Sont également soumis à décision le rapport annuel 2025, l'attribution d'un contrat pour la phase 2 de la restauration de Charman Creek, les exonérations fiscales permissives de 2027 et l'aval d'une motion fédérale pour le financement de BC Ferries.
- Adoption de la politique d'allocation des permis de commerce de location à court terme pour les résidences non principales et modification du règlement sur les permis de commerce 666-14

The Special Council will vote on several bylaws, including a revision of the town's rates, fees and charges for water, sanitary sewer and garbage services. It will also consider the Animal Care and Regulation Bylaw and a notice‑enforcement amendment. A development variance permit will be authorized to extend the building longitudinal axis on two lots on Celia Crescent, and an encroachment agreement for a retaining wall at 566 Seaview Road will be approved.
