Regular Council Meeting

Council received a 2025 budget overview and directed staff to provide a line-by-line budget to members. The body also approved several by-laws related to tax levies, borrowing, and zoning.

Planning and Development Committee

The Planning and Development Committee considered a delegation on the Durham York Energy Centre (DYEC) capacity increase and adopted a resolution asking the Minister of Environment, Conservation and Parks to require public posting of any ECA applications and to mandate full AMESA monitoring data be posted online. The Planning and Development Committee approved a resolution requesting the Minister of Environment, Conservation and Parks to direct ministry staff to post any DYEC Environmental Compliance Approval (ECA) applications on the Environmental Registry of Ontario (ERO), require public reporting of all dioxin/furan AMESA data, and review monitoring requirements. The motion passed on a recorded vote of 4 to 2, with Mayor Foster and Councillor Woo opposed. The committee also received four development applications for information and referred the Bowmanville East Urban Centre Secondary Plan to the January 27, 2025 Council meeting.

Special General Government Committee

The Special General Government Committee approved a $37,050,000 budget for the South Bowmanville Recreation Centre Aquatic Facility Expansion and authorized financing through a debenture. It received the Draft Parks, Recreation and Culture Master Plan report and directed staff to consider public comments. The committee also endorsed a public survey on funding priorities for the Bowmanville Zoo Park, Camp 30 Cafeteria building, and Courtice waterfront. Finally, it endorsed in principle the Jury Lands Foundation Legacy Grant application and authorized a ten‑year lease for the Camp 30 property.
